MINUTES <br />CITY COUNCIL <br />APRIL 27, 2011 <br />The Clerk noted that no changes are proposed to Chapter 704, On -Sale <br />Wine. The Council eliminated Chapter 705, Consumption & Display <br />Permit at its April 13th meeting. <br />The Clerk recommended that Chapter 706, Dancing and Entertainment <br />License, be eliminated from the Code. She noted that this requirement has <br />been in the City's liquor code for many, many years. It was likely an <br />attempt to regulate noise issues, which are already addressed in the other <br />chapters of the Liquor Code. The Council was in agreement with <br />eliminating Chapter 706. This will reduce license fees by $100 for the <br />three establishments that currently have this license. <br />The Clerk indicated that the proposed amendments would be put in <br />ordinance form, submitted to the City Attorney for review, and then to the <br />Council for action at an upcoming meeting. <br />OWASSO/ The City Administrator noted the discussion of this matter relative to <br />WOODLYN the action plan to move forward with development of a new Public Works <br />AREA Garage. A subcommittee of the Council and the City Administrator will <br />REDEVELOP - meet with representative of McGough Construction relative to their <br />MENT interest in including their property as part of the redevelopment of the <br />area. <br />ALLINA The City Administrator noted that based on recent discussions of the <br />RESPONSE Council, he obtained response times from Allina. He noted that Allina <br />TIMES informed him that the 2011 information submitted has an error and they <br />will be submitting corrected information. He also noted the information <br />submitted by the Vadnais Heights Fire Department relative to their <br />response to medical calls. The Administrator noted the need for quick <br />response times for medical emergencies such as heart attacks or strokes. <br />He also noted that the Sheriff's Department has AED's in each squad, and <br />it is typical for a squad to be the first responder, thus can aid in a medical <br />situation until the ambulance arrives. <br />The Council discussed the fact that Little Canada is on the most eastern <br />edge of Allina's coverage area, and expressed concern that this impacts <br />response times to medical emergencies in Little Canada. It was also noted <br />that there has been discussion in the past relative to Allina's use of the <br />Little Canada Fire Station as station for one of its ambulances. However, <br />this would be at significant cost. The Administrator indicated that he <br />heard that Alliance may be looking at another location in the City, but that <br />has not been verified. <br />6 <br />
