MINUTES <br />CITY COUNCIL <br />APRIL 27, 2011 <br />PUD <br />AMENDMENT - <br />3225 <br />COUNTRY <br />DRIVE - <br />GRABA <br />PROPERTIES <br />denied, and Mr. Grootwassink wishes to submit an amended plan, the <br />Council could reconsider its denial or require Mr. Grootwassink submit a <br />new application and waive the time limits outlined in the Code relative to <br />resubmittals. <br />Mr. Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -4 -81— DENYING THE AMENDMENT TO <br />PUD PERMIT FOR EXPANSION OF A FREESTANDING SIGN AT <br />2900 RICE STREET, MARKETPLACE SHOPPING CENTER, BASED <br />ON THE FACT THAT THE SIGN DESIGN DOES NOT COMPLY <br />WITH THE CITY'S ARCHITECTURAL GUIDELINES OR IT <br />STANDARDS FOR PUD APPROVAL, AND DECLARING THAT THE <br />CITY COUNCIL WILL NOT PRECLUDE THE PROPERTY OWNER <br />FROM REAPPLYING WITH AN IMPROVED SIGN DESIGN <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (4). <br />Nays (1) Keis. Resolution declared adopted. <br />Blesener opened the Public Hearing to consider the request for an <br />Amendment to Planned Unit Development (PUD) to include second- <br />hand goods retailer (thrift store) to the list of allowable uses in the <br />PUD -B district submitted by Graba Properties for property located at <br />3225 Country Drive. The Planning Commission and the City Planner <br />recommended approval of the request. <br />The City Planner reported that the City established a PUD -B Zoning <br />District with the redevelopment of the former Knox building at 3225 <br />Country Drive. A list of uses was developed in conjunction with the <br />PUD -B District, and these uses are relatively Large -scale retail as well as <br />other commercial uses. The applicant is requesting that thrift store be <br />added to the uses. The Planner indicated that in preparing the ordinance <br />amendment he also included existing uses in the building which were <br />omitted from the initial ordinance, these being sports training facilities as <br />well as spas and salons. The City Planner reported that staff is <br />recommending approval of the addition of thrift store to the approved list <br />noting that this use is similar to that of antique shop which is already a <br />permitted use for the property. <br />Blesener noted that the City has an agreement in place with the owners of <br />the property that the Neato Scan business would move into building. <br />Blesener asked if thrift store would take space that has been allocated to <br />Neato Scan. Blesener indicated that without Neato Scan, he was not sure <br />6 <br />
