MINUTES <br />CITY COUNCIL <br />APRIL 27, 2011 <br />Blesener asked if Wagner could get bank financing. He replied that he <br />could not given the current economic conditions. Wagner pointed out that <br />he previously was having a difficult time finding tenants, and now he has <br />two good businesses that want space. Wagner indicated that he is not <br />trying to back out of his deal with the City, but trying to make the property <br />solid. Wagner noted that the thrift store will also bring jobs to the City. <br />Blesener stated that he would be willing to amend the ordinance to add <br />thrift store to the list of approved uses, but he also wants to get what was <br />agreed to. Wagner asked if the City would be willing to accept Neato <br />Scan in 2,500 square feet. Montour indicated that he would. The City <br />Administrator pointed out that there is a Loan Agreement in place that will <br />have to be modified if any changes are made. <br />Keis asked for information on the thrift store. Phil Tadeocian, thrift store <br />owner, indicated that he would like 7,000 square feet of building space, <br />4,000 of which would be for the thrift store and another 3,000 for <br />warehouse space for his hook - selling business. Tadeocian reported that <br />the specific details of the thrift store have not been worked out yet, and <br />they are not sure if the store will be for - profit or non - profit. They may <br />team up with a non -profit so that people making donations could get a tax <br />write -off. Tadeocian reported that he would like to move into the business <br />by the end of June and open the store in September. Keis stated that he <br />thought this was an existing thrift store moving into the building. Wagner <br />reported that Tadeocian's book business is a tenant of his Oakdale <br />building. The thrift store is a new venture. <br />Blesener asked about people dropping off donations at the store <br />emphasizing that there can be nothing sitting outside. Montour pointed <br />out there was a problem with this at the Marketplace Shopping Center <br />when there was a thrift store in the center. Tadeocian had not yet figured <br />out the logistics of the business, but pointed out that donations could be <br />made at a door on the west side of the building or people could carry <br />donations in the front door. No outside dumping of donations will be <br />allowed. <br />Montour noted that outside dumping was not allowed at the Marketplace, <br />however, still occurred. It got to the point that the City permitted <br />donations to be made only through the front door. McGraw asked the <br />impact of eliminating the drive- through on this business. He pointed out <br />that the City does not want ajunk pile in the back of the building nor to <br />spend City resources on enforcement issues relative to a problem such as <br />this. Tadeocian stated that they are not proposing to have a drive - through <br />drop -off, but merely a back door where donations can be made. Donations <br />will only be allowed when the store is open and donations can be brought <br />8 <br />
