MINUTES OF THE REGULAR MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />DECEMBER 3, 2025 <br />Pursuant to due call and notice thereof, a regular meeting of the City Council of Little Canada, <br />Minnesota, was convened on the 3rd day of December 2025 in the Council Chambers of the City <br />Center located at 515 Little Canada Road in said City. <br />Mayor Tom Fischer called the meeting to order at 7:30 p.m., and the following members of the City <br />Council were present at roll call: <br />CITY COUNCIL: Mayor Fischer, Council Members Malone, Kwapick, Gutierrez, and Miller. <br />Absent: None. <br />ALSO PRESENT: City Administrator Bryce Shearen, Assistant City Administrator Laura Linehan, <br />City Engineer Eric Seaburg, Community Development Director Ben Harrington, City Clerk/HR <br />Manager Heidi Heller, and Finance Director Sam Magureanu. <br />APPROVAL OF MINUTES <br />Miller introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2025-12-174 —APPROVING THE MINUTES OF THE NOVEMBER <br />12, 2025, WORKSHOP AND THE NOVEMBER 12, 2025, REGULAR MEETINGS AS <br />SUBMITTED <br />The foregoing resolution was duly seconded by Gutierrez. <br />Ayes (5). Nays (0). Resolution declared adopted. <br />ANNOUNCEMENTS <br />The Assistant City Administrator reminded residents of the upcoming Cookies with Santa event that <br />will take place on Saturday from 1 to 3 p.m. at City Hall, and the Holiday Market on December 13th at <br />Little Canada Elementary from 10 a.m. to noon. <br />PUBLIC COMMENT <br />Carolyn Jass, 134 Canterbury Court, expressed concern about the safety of roundabouts. She <br />commented that most roundabouts do not have pedestrian crossings. <br />PUBLIC HEARINGS <br />IMPROVEMENT HEARING FOR 2026 COUNTRY DRIVE AND TEMPORARY EASEMENT <br />ACQUISITION <br />The City Engineer provided background information on infrastructure improvement planning and <br />identified the proposed project area for the 2026 Country Drive project. He presented details of the <br />proposed road project, including proposed street improvements, sidewalk, funding, estimated costs and <br />financing, special assessments, preliminary assessment roll, anticipated project timeline, and temporary <br />easement. He asked the Council to consider approval of the resolution as presented, related to the <br />project and easement acquisition. <br />
