WORKSHOP MINUTES <br />CITY COUNCIL. <br />DECEMBER 3, 2025 <br />could generate additional neighborhood concerns and code -enforcement activity, or limit rental <br />licensing to one unit per property which under this approach, a property with an ADU could not <br />hold two separate rental licenses. He stated that owner occupancy would not need to be codified in <br />zoning but would be addressed through the existing rental licensing ordinance. Staff already <br />verify/addresses familial and occupancy relationships through signed affidavits and would continue <br />to exercise discretion under that framework. The Community Development Director stated this <br />method avoids duplicating or expanding administrative processes while achieving a similar <br />outcome. <br />The Community Development Director noted that the current City Code is vague when addressing <br />exterior building materials and he will have proposed changes to add some specificity to materials. <br />Moreover, the Community Development Director identified previous changes to the standards for <br />building height measurement that he would like to revert back to the pre-2021 Code update. The <br />Council supported the proposed changes for both exterior materials and height. <br />There was Council consensus to allow only one rental license per property with an ADU, an ADU <br />cannot be used as an Airbnb, and staff will work with prospective renters of such structures under <br />the rental licensing program. <br />There being no further business, the meeting was adjourned at 7:16 p.m. <br />Thomas Fischer, Mayor <br />Attest: <br />Heidi eller, City Clerk <br />2 <br />
