Duray stated he could not <br />support Wenner's request for permanent outdoor storage because while <br />the soils on the site are poor, soil correction methods typically improve, <br />and the property could become more buildable. He noted that the union <br />hall was developed at the front of this area after questions about the <br />buildability of that parcel. Duray also noted that while Wenner may be a <br />good operator, he could sell the property and the next owner may not <br />operate as well. Duray asked if a five -year interim use permit would <br />work. <br />Wenner stated that it would not, indicating that he could not purchase this <br />very expensive property if it had an unknown future. Werner stated that <br />while his company has been successful for 20 years and has added <br />employees, given the economy he cannot say when a building would be <br />added. <br />Knudsen stated that he understood Wenner's position and his reluctance to <br />accept an interim use. <br />Barraclough asked about the issue of setting a precedence in a PUD <br />District. The City Planner noted the PUD parcels in the area and <br />anticipated there would not be much impact from a precedence standpoint. <br />He noted that PUD requests are considered on a case -by -ease basis. <br />Pechmann indicated that his initial thoughts were for a five -year interim <br />use permit indicating that the issue of outdoor storage on this property <br />could then be re- examined when the economy improves. Pechmann stated <br />that this is a unique property and one that does not have a lot of other <br />potential opportunities. Pechmann stated, however, that he did not want to <br />commit the property to something permanent in the event that a better <br />proposal comes along. Pechmann replied that Wenner has been a good <br />tenant for this property, however. He asked if a PUD Permit approval <br />would run with the land. <br />The City Planner indicated that the PUD Permit would run with the land <br />and the permit would be subject to the specific conditions that the City <br />applies to it. The Planner indicated that the City could set tight parameters <br />such as nature of the business; height, location, and type of materials that <br />can be stored, etc. This would prevent a business other than a lumber <br />business from coming in and storing auto parts, as an example, on the <br />property. The Planner indicated that specific site plans as well as a <br />development agreement could be required. <br />Knudsen asked if Wenner could commit to specific conditions for the site. <br />Wenner reported that they tried to do a realistic job with the site plan they <br />presented.
