EE EKING fiSSOUflTES <br />Memo <br />TO: Honorable Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: June 17, 2011 <br />RE: Waterworks Trail Railroad Crossing <br />Background <br />This memo is a follow up to the Council's request for further review and information <br />regarding the completion of the Waterworks trail north of South Owasso. As outlined in <br />the previous memo the current BNSF railroad crossing permit has an allowed <br />construction timeframe of 1 -year, which would require construction of the trail this <br />summer. This does not leave sufficient time to obtain or even explore additional funding <br />sources to lessen the unbudgeted additional costs for completion of the trail section. <br />Anticipated Costs <br />The previous memo estimated a cost of $140,000 to $150,000 for completion of the trail <br />project. Attached to this memo is a detailed Engineer's estimate of the project costs to <br />complete the Waterworks trail north of South Owasso Blvd. The estimate has separate <br />schedules for the completion of the work associated with the railroad crossing and those <br />associated with modifications of the existing trail segments. <br />Included in the railroad trail crossing is 1,136 cubic yards of granular borrow at an <br />estimated cost of $15,904.00. This cost includes both supplying the additional fill <br />material and grading of the material to the desired grades. There is an opportunity to <br />eliminate a large portion of the borrow material cost this year by utilizing excess material <br />from the Dianna Lane reconstruction project. The street Contractor would haul the <br />material to the site, but any grading of the material would be at an additional cost. We <br />have requested pricing for grading the material from the street Contractor but to date <br />have not received any pricing. We would estimate the grading costs around $5,000 - <br />$6,000 resulting in a $10,000 savings on the project. This savings could be realized <br />again next year if the trail project were delayed, as long as the City completes a street <br />reconstruction project as outlined in the City's Capital Improvement Plan. <br />BNSF Railroad Crossing Permit <br />As stated above, the BNSF crossing permit currently requires the construction of the trail <br />crossing this construction season. We have inquired about extending the construction <br />timeframe granted within the permit with BNSF and have been informed that the permit <br />can be amended to allow for construction through next year.
