MINUTES <br />CITY COUNCIL <br />MAY 25, 2011 <br />Blesener noted the County's plans to widen Rice Street in the near future, <br />possibly to four lanes. He indicated that there have been several meetings <br />on this subject, and the decision has been made to retain Rice Street as two <br />lanes in this area. Blesener he obtained some diagrams from the Public <br />Works Superintendent on the improvement, and it appears that Rice Street <br />will be widened by 5 to 6 feet in this area, possibly in 2013. Blesener <br />noted that the proposed sign location is currently about 30 feet from the <br />Rice Street pavement, and even with the widening of the street will be a <br />good distance from the pavement. Blesener stated that it is also his <br />understanding that the existing sidewalk will stay. Therefore, Blesener <br />felt the Variance request was a reasonable one. <br />McGraw asked if the powerlines would be buried as part of the Rice Street <br />project. The City Administrator reported that the City has indicated its <br />intent to bury the powerlines, but the location of where this would occur <br />has not been determined. Roseville has ordered a study of the <br />undergrounding. The Administrator noted that there are a lot of utilities in <br />the Rice Street right -of -way in a fairly confined space. He also indicated <br />that the sidewalk may or may not be moved dependent on the resulting <br />road grades from the widening project. <br />The City Administrator further noted that once the Rice Street widening <br />project is complete, there is the chance that a portion of the right -of -way <br />could be vacated back to the adjacent property owners if it is not needed. <br />There was no one present from the general public wishing to comment on <br />this matter. <br />Upon motion by McGraw, seconded by Keis, the public hearing was <br />closed. <br />McGraw expressed concern about the banner sign that has been on The <br />Village building for a number of months. The City Administrator reported <br />that he discussed this with George Sherman, Sherman Associates, who <br />indicated that once the monument sign is erected, the business with the <br />banner sign would have signage on the monument sign and the banner <br />would come down. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -5 -101 — APPROVAL OFA VARIANCE <br />FROM THE SETBACK REQUIREMENT TO ALLOW A <br />MONUMENT SIGN WITHIN 6 INCHES OF THE STREET RIGHT- <br />OF-WAY AS REQUESTED BY SHERMAN ASSOCIATES FOR THE <br />4 <br />
