41SSO(IflT {S Memo TO: Honorable Chair and Planning Commission Members FROM: Lee Elfering, City Engineer DATE: July 25, 2011 RE: Terrace Heights Property Swap Background The City has been working towards improving the boulevards along the County Road B2 corridor over the last several years. The improvement was spurred by the construction of the new St. Jude facility and is largely funded through TIF financing. The first project involved boulevard tree plantings along the south and north boulevard along the school property. The City then acquired the old Hostess Bakery site to provide for the expansion of a second left turn lane on County Road B2 as part of Ramsey County's Rice Street/36 project. Staff has also worked with the Terrace Heights Mobile Home Park to purchase and /or relocate three mobile homes that were located on the Terrace Heights property adjacent to the County Road B2 right -of -way near Park Street with the intention of swapping land to provide for a landscaping corridor between County Road B2 and the mobile home park. The attached sketch depicts the portions of the property that are proposed to be swapped between the City and the Terrace Heights Mobile Home Park. The City would quit claim parcels A & B to the Terrace Heights Mobile Home Park in return for Parcel C being quit claimed to the City. Parcels A and B and the remnants of lot 13 would be utilized by the Mobile Home Park for new home pads, and the City would utilize the area between the Terrace Heights property and County Road B2 for a landscaping corridor. The proposed landscaping plan for the site has been included as an attachment to this memo. The improvements include the installation of a wet cast retaining wall, juniper tree screening on top of the wall, and landscape shrubs, trees, and flowers along the front of the wall, The entire area will be watered by an irrigation system and banner poles are being reviewed for the median area between the street and sidewalk. Summary and Recommendation At this time we are requesting Planning Commission comment and /or approval of the proposed property swap with the Terrace Heights Mobile Home Park as outlined in this memo.
