MINUTES CITY COUNCIL JULY 27, 2011 Blesener noted that should an incident occur, the City has no liability relative to this matter. The Administrator replied that that was correct. The Administrator indicated that the goal in requiring increased limits would be to protect individuals who might be injured because of a liquor claim. The Administrator indicated that the Council could consider a change in the minimum limits the City requires or wait for a recommendation from the League. The Council considered this matter and the consensus was to wait until the League makes a recommendation. STORAGE The City Planner reported that there will be a request on the August CONTAINERS Planning Commission meeting for a Conditional Use permit to allow IN THE outdoor storage for a business in the I -P District. That request includes I -P being allowed to maintain a storage container. The City Planner noted DISTRICT that while the Light- Industrial (I -1) District spells out specific conditions for storage containers, the Industrial -Park (I -P) District is silent on storage containers. The Planner noted City staff's memo dated July 22, 2011 which spells out the specific I -1 standards relative to storage containers. The Planner asked if the Council has a desire to include storage container standards in the I -P District. The City Administrator noted that requests for storage containers in the I -P District are currently considered on a case -by -case basis. He asked if the Council preferred to have specific standards in place in that district. Keis noted that the amount of outdoor storage in I -P is much more limited than I -1. Keis asked if the City wanted to allow storage containers in I -P. The City Planner noted that the currently the I -P District is silent on containers. The Planner indicated that if rules are adopted, they could be the same or similar to those spelled out in the I -1 District. Blesener asked if the City wanted to allow storage containers in 1 -P. Keis felt storage containers were preferable to having stuff stored on pallets. The Planner agreed that storage containers resolve some concerns and provide more assurance of a clean site. The downside is that storage containers may be used as a replacement to constructing a building. It was noted, however, that the amount of outdoor storage allowed in I -P is much less than what is allowed in I -1. Blesener asked the location of the City's I -P Districts. The Planner noted that most I -P properties are in the Slumberland area and west of the freeway in the area of the former Knox property. 12
