MINUTES <br />CITY COUNCIL <br />JULY 27, 2011 <br />The City Planner indicated that in the case of 209 Ryan Drive, the <br />property is very shallow and there is almost no rear yard in which storage <br />could occur. He also noted the vandalism and security issues raised by <br />Mr. Stanke. The Planner noted that the Planning Commission felt that the <br />appropriate criteria was met to justify the Variance and noted the findings <br />in support of the Variance as outlined in staff's report dated July 8, 2011. <br />Mr. Stanke appeared before the Council and asked if they were aware of <br />the change in Statute relative to Variances. The Council replied that they <br />were. Stanke reported that the trailer is a necessary part of his <br />professional race car operation and the trailer is used for storage of <br />expensive equipment and tools. Stanke indicated that security is a very <br />important component of the request for the Variance. He also pointed out <br />that the trailer would be in the front yard on a seasonal based from April <br />15th through October 15"'. Stanke described the racing operation which <br />occurs all over the country. <br />Keis asked about the motors and car parts being stored on the east side of <br />the building that the Code Enforcement Officer noted in her report. <br />Stanke indicated that one of his tenants stored those parts on a short -term <br />basis, and they have since been cleaned up. Stanke also noted the <br />comments relative to landscaping, and noted that last winter was a hard <br />one for these trees. Stanke expected that the trees would recover. <br />There was no one else from the general public present wishing to <br />comment on this matter. <br />Upon motion by Keis, seconded by McGraw, the public hearing was <br />closed. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -7 -139 — APPROVING A VARIANCE FROM <br />THE FRONT YARD SETBACK REQUIREMENTS TO ALLOW THE <br />OUTDOOR STORAGE OFA LARGE TRAILER IN THE FRONT <br />YARD ONA SEASONAL BASIS FOR 209 RYAN DRIVE, ROGER <br />STANKE, AS WELL AS APPROVAL OF PROOF OF PARKING FOR <br />THIS PROPERTY, SUBJECT TO COMPLIANCE WITH THE <br />RECOMMENDATIONS OF THE CODE ENFORCEMENT OFFICER <br />AS OUTLINED IN HER JULY 8, 2011 REPORT, BASED ON THE <br />FOLLOWING FINDINGS OF FACT: <br />1. Outdoor storage is currently approved up to the 90 foot front yard <br />setback on both side yards of the property. This trailer is proposed to <br />7 <br />
