Hanson
www. ei.little- Canada. mn. u s
MEMORANDUM
TO: Mayor Blesener & Members of City Council
FROM: Bill Dircks, Public Works Superintendent
DATE: August 9, 2011
RE: Seal Coating
As you are aware the City received only one quote for the 2011 seal coating project.
Staff has had further discussions about it and has decided that it would be best to cancel
the project this year and put a new project together next year. As part of the process staff
will be surveying neighboring cities to see what schedule their respective roads are on for
seal coating.
Staff believes that the new, reconstructed, and newly overlaid roads can probably wait
seven years before they are seal coated. After the first seal coat they will be put on a
seven year schedule thereafter. Some roads may be pushed up a year or back a year in
order to put good, cost - effective projects together.
The roads scheduled this year were mostly roads that were reconstructed or overlaid three
years ago so it is unlikely that they will end up in next year's project. Because of that
fact, there is a potential for some budget savings in the short term as there may not be
many roads to seal coat in the next year or two. County Road B2 east of Rice St. will be
due for seal coating next year and that will be a big project on its own.
Waiting a year or more to seal coat the roads on this year's schedule will not affect the
long -term condition of the roads. Therefore, staff recommends rejecting the quote from
Allied Blacktop, Inc. and canceling the 2011 seal coating project.
