MINUTES
PLANNING COMMISSION
AUGUST 11, 2011
that pedestrians would be coming from. Rimstad replied that it is
anticipated that a few people will take the Rice Street bus line to the park
and ride facility. Hall asked if it was anticipated that pedestrian traffic
would come from the general area. Rimstad indicated that Metro Transit
does not feel that would he the case.
Neil Johnson, Roseville resident, noted that the area has put up with the
bridge construction for two years now. Johnson stated that he was
concerned with cars going back and forth from the park and ride to Cub
and felt this would cause a traffic problem on County Road B. Johnson
was also concerned about drainage and whether or not it would be
directed to McCarron's Lake. Johnson asked if the proposal had been run
through the Roseville City Council.
Sicora explained the drainage system noting that currently 1.4 acres
drains to Highway 36 and to the west. Sicora indicated that the MN DOT
system was designed to take the drainage from this site, but the decision
was to drain this property to the east. Johnson asked if the decision is
reversed, would the drainage go toward the west and eventually into
McCarron's. Sicora replied that that would be correct.
Sicora then described the proposed traffic movements. He indicated that
with the queuing of the traffic signal, there would be gaps in vehicular
traffic that would allow for crossing between the park and ride side and
the Cub Foods parking lot. He indicated that they did not see any issues
with this given the limited capacity of the park and ride site. Sicora also
indicated that they looked at the potential ridership for the park and ride
lot and it is anticipated that it would be coming almost wholely from the
freeway. Vehicular traffic from the east is anticipated to be almost
negligible.
Knudsen suggested that traffic may turn left out of the park and ride
facility to go to Edgerton and to Highway 36.
Sandy Kessner, Roseville resident, indicated that the bridge replacement
will relieve the pressure generated from St. Jude Medical. Kessner was
concerned about adding the additional traffic from the park and ride
facility. She was also concerned about the loss of trees noting that there
are some huge trees on this property. Reference was made to the song
lyric "pave Paradise and put up a parking lot ". Kessner felt it would be
preferable to see how the new bridge and intersection work before adding
the park and ride to the mix. Kessner stated that she was not happy with
the proposed project.
Pechmann asked if Metro Transit has discussed the addition of the park
and ride facility with St. Jude Medical. He also pointed out the addition
-7-
