MINUTES
CITY COUNCIL
AUGUST 10, 2011
Additional vendors would bring in additional revenue for the celebration.
The initial thought is for 10 to 20 additional vendors at a fee of $200 to
$250 each.
There was discussion of the topography of the park with Sanders noting
that the hills (mounds of dirt) were excess soil placed in this area as result
of sewer and ditch construction. Blesener noted that a portion of the west
hill could be pushed into the swale without the need to remove any trees.
Sanders presented a sketch of the Canadian Days layout, and suggested
that it may be possible to change the layout to maximize the use of the
park. There was a great deal of discussion about the existing layout and
the desire to have space for additional vendors while maintaining the size
of the car show as well as possibly providing some additional space for the
carnival. It was also pointed out that it would not be possible to plan and
make site alterations and have turf re- established for the 2012 Canadian
Days Celebration. Therefore, planning should begin immediately, so that
work could commence on whatever solution is chosen immediately after
the 2012 Canadian Days Celebration.
Sanders indicated that he would explore the various options, noting that he
was not convinced that extensive filling in the park was necessary. The
Director noted that while the rolling hills in the park may not have been
natural, they are part of the ambiance of the park. The Director was
concerned with changing the character of the park, and agreed with
Sanders that there are more options that could be considered other than an
extensive filling project. In addition to clearing some of the brush area on
the western edge of the park, relocation of the playground equipment
and /or sand volleyball court are additional options that could be
considered. Keis noted that the location of the playground equipment in
relation to the park shelter is a positive, as parents are able to sit in the
shelter and watch their children playing. Keis also suggested that it may
be possible to develop a more efficient layout for the car show.
Connelly indicated that Canadian Days is open to whatever solution can
be developed, including moving the celebration to Pioneer Park. The
Council questioned the feasibility of that option based on both adequate
room in Pioneer Park as well as the fact that the Spooner Park
neighborhood has accepted the Canadian Days Celebration, and moving it
would bring that Celebration into a new neighborhood.
Boss suggested that relocation of Kiddie Land may also be an option.
Connelly pointed out that Kiddie Land is a very inexpensive option for
families, and the philosophy was to keep it somewhat separated from the
carnival.
4
