Hanson <br />www.d.little-canada.mn.us <br />MEMORANDUM <br />TO: Mayor Blesener and Members of the City Council <br />FROM: Kathy Glanzer, City Clerk <br />DATE: August 17, 2011 <br />RE: <br />Application for Second Hand Goods Dealers License <br />Plaza Thrift Store LLC <br />2860 Rice Street <br />The City has received application for a Second Hand Goods Dealers License from Maria <br />Alvarado to open the Plaza Thrift Store at 2860 Rice Street (the former location of MGM <br />Liquors). <br />It should be noted that in approximately mid -July City staff noticed a banner at 2860 Rice <br />Street announcing that the Plaza Thrift Store would be opening soon. The Fire Marshal <br />stopped at this location on three separate occasions to inform the occupants that a Second <br />I -Iand Goods Dealers License was needed for a thrift store. Finally, the week of August <br />8th the Fire Marshal was able to make contact with the occupants and informed them of <br />the licensing requirements. They immediately came to City Hall to fill out the <br />appropriate paper work. <br />In preparing the Council report on this matter, I looked at the Municipal Code and noted <br />the prohibition of the issuance of Pawn Brokers and Second Hand Goods Dealers <br />Licenses to locations within 300 feet of a church or school. The Municipal Code has the <br />same regulations in place for both types of businesses. Based on that prohibition and the <br />fact that North Heights Lutheran Church is directly across the street, this location would <br />not qualify for a Second Hand Goods Dealers license. <br />I mapped out the locations of existing Second Hand Goods Dealers Licenses (Christian <br />Life Ministries, Joe's Sporting Goods, Lincoln Pawn & Jewelry, and Quality Furniture) <br />and found that Joe's Sporting Goods is within 300 feet of the I- Iarambee School (SD <br />6067) and the Waldorf School. Other license locations are in compliance. <br />If the Council feels it appropriate, an option for consideration would be to lift this <br />location prohibition for Second Hand Goods Dealers Licenses.
