Hanson www.d.little-canada.mn.us MEMORANDUM TO: Mayor Blesener and Members of the City Council FROM: Kathy Glanzer, City Clerk DATE: August 17, 2011 RE: Application for Second Hand Goods Dealers License Plaza Thrift Store LLC 2860 Rice Street The City has received application for a Second Hand Goods Dealers License from Maria Alvarado to open the Plaza Thrift Store at 2860 Rice Street (the former location of MGM Liquors). It should be noted that in approximately mid -July City staff noticed a banner at 2860 Rice Street announcing that the Plaza Thrift Store would be opening soon. The Fire Marshal stopped at this location on three separate occasions to inform the occupants that a Second I -Iand Goods Dealers License was needed for a thrift store. Finally, the week of August 8th the Fire Marshal was able to make contact with the occupants and informed them of the licensing requirements. They immediately came to City Hall to fill out the appropriate paper work. In preparing the Council report on this matter, I looked at the Municipal Code and noted the prohibition of the issuance of Pawn Brokers and Second Hand Goods Dealers Licenses to locations within 300 feet of a church or school. The Municipal Code has the same regulations in place for both types of businesses. Based on that prohibition and the fact that North Heights Lutheran Church is directly across the street, this location would not qualify for a Second Hand Goods Dealers license. I mapped out the locations of existing Second Hand Goods Dealers Licenses (Christian Life Ministries, Joe's Sporting Goods, Lincoln Pawn & Jewelry, and Quality Furniture) and found that Joe's Sporting Goods is within 300 feet of the I- Iarambee School (SD 6067) and the Waldorf School. Other license locations are in compliance. If the Council feels it appropriate, an option for consideration would be to lift this location prohibition for Second Hand Goods Dealers Licenses.
