McCurdy, PE <br />DATE: November 1, 2010 <br />RE: Rice Street/CR B Park -and -Ride Traffic Analysis <br />561-1 No. 112888 <br />SEH has completed traffic analysis for Metro Transit of a proposed 270 space park - and -ride lot in the NE <br />corner of the Rice Street /County Road (CR) B intersection. The proposed park- and -ride lot will have <br />access on CR 8, approximately 600 feet from the CR B /Rice Street intersection. Analysis was performed <br />to evaluate the potential traffic impact the added traffic from the park- and -ride lot will have on the <br />adjacent roadway system. <br />The proposed park -and -ride consists of 270 parking spaces. It was assumed the parking lot will generate <br />0.60 peak hour trips per parking space with a 90% inbound /I0% outbound directional split during the AM <br />peak hour and 10% inbound /90% outbound directional during the PM peak hour. The park- and -ride lot <br />will generate 162 total trips (146 inbound, 16 outbound) during the AM peak hour and 162 total trips (16 <br />inbound, 146 outbound) during the PM peak hour. The park- and -ride lot will also generate 6 inbound and <br />outbound bus trips during the peak hours. <br />The park- and -ride trips were distributed through the surrounding network using directional distribution <br />information from a Metro Transit "TH -36 at Rice Street Park- and -Ride Traffic Model Inputs" memo <br />dated 07/01/2009. The memo breaks down travel approaches by Minneapolis -bound and St. Paul -bound <br />park - and -ride users. According to Metro Transit, the proposed park- and -ride will not have dedicated <br />express bus service to downtown St. Paul stopping at the park -and -ride, but some riders will park at the <br />park- and -ride and go across the street to catch the route 62 or 262 busses which service downtown St. <br />Paul. Metro Transit assumed that approximately 10 % -15% of the riders will do this, and agreed with <br />SEH's assumption that 20 of the park- and -ride users will take the St. Paul busses. <br />The majority of the park- and -ride users distribute to /from the east via Trunk Highway (TH) 36, and the <br />highest volumes generated by the park- and -ride during the AM peak hour are the westbound TH 36 left <br />turn at Rice Street (84 vehicles), southbound Rice Street through at TH 36 (26 vehicles), southbound Rice <br />Street left turn at CR B (135 vehicles) and eastbound CR B left turn at the park- and -ride access (145 <br />vehicles). The highest volumes for the PM peak hour are the southbound park- and -ride access right turn <br />at CR B (145 vehicles), westbound CR 6 right turn at Rice Street (135 vehicles), and northbound Rice <br />Street right turn at TH 36 (84 vehicles) and through (26 vehicles). <br />Traffic analysis was performed using Sim Traffic computer modeling software. Forecast year 2033 AM <br />and PM Synchro /SirTrafffc traffic models developed for the Rice Street/ TH 36 interchange analysis <br />were used for the park -and -ride analysis. The models were modified to include the proposed park -and- <br />ride and Cub Foods access on CR 8, which includes the addition of an eastbound left turn lane at the <br />intersection. The Cub Foods access will be a right -in, right -out access, and therefore, was not analyzed as <br />part of this study. The intersection was assumed to have minor roadway stop control for the park- and -ride <br />approach and the park- and -ride exit will have a single shared left and right turn lane exiting the lot.
