MINUTES <br />CITY COUNCIL <br />AUGUST 24, 2011 <br />would commence on the parking structure. Sheehan replied that the plan <br />is to begin immediately. Blesener also noted that with the wall around the <br />parking structure, less vehicles would be visible than under the current <br />condition. Keis asked about the City Engineer's position on the proposal <br />to lower the surface parking. Sheehan replied that this was reviewed by <br />the City Engineer both in this proposal and the previous one reviewed and <br />approved last year. <br />There was no one from the general public present wishing to comment on <br />this matter. <br />Upon motion by Montour, seconded by McGraw, the public hearing was <br />closed. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -8 -157 — APPROVING THE <br />DEVELOPMENT STAGE PUD TO CONSTRUCT A PORTION OFA <br />PARKING STRUCTURE UNDER AN APPROVED PUD CONCEPT <br />STAGE PLAN AT ONE ST. JUDE MEDICAL DRIVE, ST. JUDE <br />MEDICAL, SUBJECT TO COMPLIANCE WITH THE <br />RECOMMENDATIONS OF THE CITY PLANNER, CITY <br />ENGINEER, AND THE PLANNING COMMISSION <br />The foregoing resolution was duly seconded by Keis. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />CUP — Blesener opened the Public Hearing to consider Metro Transit's request <br />METRO for a Conditional Use Permit to allow a public regulated park and ride <br />TRANSIT facility at the northeast corner of Rice Street and County Road B. The <br />PARK AND City Planner, City Engineer, and the Planning commission have <br />RICE recommended approval subject to conditions. <br />The City Planner reported that Metro Transit is proposing the development <br />of a 278 space park and ride facility on the 2.5 acres of MN DOT right -of- <br />way at the northeast corner of Rice Street and County Road B. Also <br />included in the proposal are a bike shelter, a restroom facility for <br />employees, and an open shelter for people waiting for the bus. The <br />Planner indicated that the proposed appearance meets the standards for <br />public facilities. He noted, however, that setbacks are determined from <br />the right -of -way, and in this case the proposal is within the right-of-way. <br />The Planner stated that staff believes the proposal meets the requirements <br />for a public regulated facility, and recommends approval subject to <br />3 <br />
