MINUTES <br />CITY COUNCIL <br />AUGUST 24, 2011 <br />drain to the east into the wetland area. Sicora reported that they are <br />working with the Watershed District as well as Capitol Region on meeting <br />their drainage requirements. Sicora reported that they just have a few <br />more issues to work out with these agencies. <br />McGraw asked how site drainage would be filtered. Sicora provided a <br />detailed explanation of' the on -site filtering system, which includes tree <br />trenches with catch basins which will collect run -off and filter it before it <br />eventually goes into the wetland on the east. This is a part of the <br />underground filtering system that will be installed as part of the <br />development. Run -off from the northwest corner will go into the dry <br />basin pond. There will also be pre - treatment swales on the site that will <br />carry water to the east. Sicora reported that Metro Transit is also <br />considering porous pavement in some of the walkway areas, attempting to <br />go above and beyond the Watershed requirements. <br />Keis asked about snow removal. Sicora reviewed snow removal plans, <br />noting that island areas will be used for snow storage as will the pre- <br />treatment swales. There is a 15 foot bench area before the retaining wall <br />that can be used for snow storage and an area to the north of the cul -de -sac <br />that is designated for snow storage. Beyond that, snow would be removed <br />from the site, if necessary. Rimstad reported that Metro Transit's plowing <br />crew clears sites early before hours of operation. There are plans for bus <br />access to the site should there be mid -day storms to contend with. <br />Blesener asked about landscaping, with Montour noting the many trees <br />that will be removed from the site. Sicora reported that for security <br />reasons both MN DOT and the Ramsey County Sheriff's Department have <br />requested clear sight lines into the property. He reviewed the tree planting <br />plan pointing out that over -story trees will be primarily on the east end of <br />the site and ornamental trees in other area. There will also be some <br />perennial planting beds installed. Most of the landscaping will be low <br />maintenance and a rock mulch will be used along most of the site. This <br />mulch is used as a deterrent to pedestrians crossing over into the site at <br />undesignated entrance areas. <br />Blesener asked how far the parking surface is from County Road B. <br />Sieora indicated that at the narrowest point it would be 10 feet. Blesener <br />asked if the elevation of the sidewalk and parking surface would be the <br />same. Sicora reviewed these elevations noting that parking surface would <br />be somewhat lower in order to prevent headlights from casting out toward <br />County Road B. <br />Keis noted that the park and ride lot at Highway 61 /County Road C fills <br />up quickly, and the park and ride at Rosedale is closing.
