MINUTES <br />CITY COUNCIL <br />AUGUST 24, 2011 <br />streets in her townhome complex. She noted that the complex has had <br />problems with vehicles parking in their court and they have had no <br />recourse to have the vehicles removed. Blesener suggested that the <br />townhome association work with the City of Roseville on the parking <br />issue. Hessner asked about a bike lane on County Road B to the park and <br />ride facility. Rimstad indicated that there is a bike lane proposed on the <br />Cub side of County Road B. <br />Hessner pointed out that there is one way in and out to the park and ride <br />facility, and she was concerned about the resulting impact on traffic in the <br />area. Blesener noted that all 278 vehicles will not be arriving or leaving <br />the site at one time. There will be 7 buses in the a.m. and again in the p.m. <br />arriving and leaving the site over the course of three hours. Therefore, <br />users of the park and ride facility will be arriving and leaving over that <br />time period. <br />Ray Gerz, Roseville resident, noted that their townhome complex is on a <br />dead -end street and they have only one way in and out of their complex. <br />Therefore, increased traffic at the Rice Street /County Road B intersection <br />will impact their ability to get out of the area. Gerz asked if the traffic <br />lights could be timed to help resolve this problem. Blesener suggested <br />that the new intersection will alleviate these past problems and pointed out <br />the increased stacking capacity on Rice Street. Blesener noted that the <br />intersection should be completed in the next few weeks at which time <br />these improvements will be apparent. <br />Karen Gerz pointed out that the Cub parking lot at the west end is vacant <br />most of the time as well as pointed out the empty corner at Rice and <br />County Road B where the service station had been. She suggested that <br />these areas should be considered for the park and ride facility rather than <br />the northeast corner. Rimstad reported that they looked at the southeast <br />corner, but there was not enough land at the former service station site for <br />the park and ride. Rimstad also indicated that Metro Transit discussed <br />leasing a portion of the Cub lot, but given past experiences in leasing <br />private property, decided against it. <br />Mike Bush, Roseville resident, asked about the need for a park and ride in <br />this location, suggesting that other intersections may be more appropriate. <br />I -Ie also questioned the timing of the project. Bush pointed out that the <br />bridge construction has not yet been completed, and felt there should be <br />some experience with the new intersection before adding a park and ride. <br />Bush again expressed his feeling that there was a better location for the <br />proposed park and ride facility. He noted that the entire corner of Rice <br />and County Road B is turning into cement given the loss of trees.
