flisoaflTt <br />Memorandum <br />TO: Little Canada Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: September 8, 2011 <br />RE: 2011 Street & Utility Improvements <br />Change Order #1 <br />Background <br />Earlier this summer the City Public Works crews noticed water in the curb and on the <br />bituminous pavement of Park Street north of Demont Avenue when all other streets were <br />dry. Upon investigation there was a significant amount of water draining out of the <br />boulevard hills on the east and west sides onto the street and the street subgrade itself <br />was saturated to a point that water was coming up through the cracks in the pavement. <br />This wet condition was causing the street to flex under traffic load and flexing was <br />observed under foot traffic in the worst areas. <br />The area has continued to be monitored and has remained wet most of the summer from <br />groundwater seepage. It is likely that the condition was caused by the wet spring and <br />early summer and the rainfall experienced through the summer months has been <br />consistent enough to maintain the wet condition. It appears the area of concern is <br />located approximately 200 feet north of Demont Avenue. The area is approximately 70 <br />feet in length and the entire width of the Park Street, Based on the conditions we would <br />recommend corrective action be taken prior to this winter to ensure the street remains in <br />a drivable condition throughout the winter and next spring. We would recommend <br />removal of the entire street section in this 70 foot long area and installation of draintile, <br />12- inches of sand and replacement of the street section and curb. The draintile would <br />be run behind the curb to the catchbasins at the corner of Demont Avenue and Park <br />Street. <br />Park Street is currently scheduled for a mill and overlay project next year so we would <br />propose to only pave the base lift of bituminous in the area of the street correction as <br />part of the repair. The final wear course could be paved next year with the remainder of <br />the street. We have spoken to the Contractor and they are willing to complete the work <br />at the unit prices from the bid as listed on the attached change order cost summary <br />sheet. <br />Summary and Recommendations <br />Change Order #1 is attached, which outlines the costs for the above changes.
