MINUTES OF THE REGULAR MEETING <br />PLANNING COMMISSION <br />LITTLE CANADA, MINNESOTA <br />SEPTEMBER 8, 2011 . <br />Pursuant to due call and notice thereof a regular meeting of the Planning <br />Commission of Little Canada, Minnesota was held on the 8th day of <br />September, 2011 in the Council Chambers of the City Center located at <br />515 Little Canada Road in said City. <br />Chair Dan Knudsen called the meeting to order at 7:30 p.m. and the <br />following members of the Planning Commission were present at roll call: <br />PLANNING COMMISSION: <br />ALSO PRESENT: <br />Mr. Dan Knudsen <br />Mr. Scott Barraclough <br />Mr. Tom Duray <br />Mr. Tom Fischer <br />Mr. Jon Hall <br />Ms. Heidi Murphy <br />Mr. Chuck Pechmann <br />Mr. Steve Grittman, City Planner <br />Mr. Kevin Helander, Cable TV <br />Ms. Kathy Glanzer, City Clerk <br />MINUTES The August 11, 2011 Planning Commission meeting minutes were <br />approved as submitted. <br />CUP — Mr. Julio Mangine, Ramsey County Property Management, appeared <br />5 SOUTH before the Commission requesting a Conditional Use Permit to allow <br />OWASSO outdoor storage of motor vehicles at 5 South Owasso Blvd. Mangine <br />BLVD. — reported that the County has entered into a purchase agreement for this <br />RAMSEY property subject to approval of a CUP for outdoor storage. Mangine <br />COUNTY indicated that the County is proposing to operate an impound lot at the site <br />to replace its current lot at 694 /Rice Street. <br />Mangine indicated that the property is 5.69 acres. The Ramsey County <br />Sheriff's Department would average 80 to 100 cars at the site, and these <br />vehicles would rotate in and out on a frequent basis. The outdoor storage <br />area would be fenced off and would be screened with landscaping. <br />Mangine reported that the County is willing to comply with whatever <br />conditions the City requires. He noted that properties where outdoor <br />storage would be allowed are very difficult to find. He also stated that the <br />County would do a very good job in managing this property. Other <br />potential uses of the site include storage for the County's Election <br />Department, administrative use by the Ramsey County Library System, <br />
