Hanson <br />www.ci.little-canada.mn.us <br />MEMORANtUM <br />TO: Mayor Blesener & Members of the City Council <br />FROM: Joel Hanson, City Administrator <br />DATE: September 23, 2011 <br />RE: Grant Writing — Letter of Agreement <br />Attached is a proposed Letter of Agreement between Mike Ludwig and the City. Mr. Ludwig will be <br />making applications for various grants for the Fire Department. Any application will have the Fire <br />Department's prior authorization as to the purpose of the funding and the programs to be applied for. <br />Mr. Ludwig has had experience in grant writing and provides skills not readily available within the <br />department. <br />Mr. Ludwig will only be compensated should an application be successful. In that event, he would be <br />paid 10% of the grant award (likely from a source of funding outside of the grant itself). There would <br />be a cap on his compensation at $50,000. Payments would be made with 50% at the award <br />announcement and the balance when the funds are received. <br />This matter has been discussed with the Fire Chief. We both feel it is a reasonable approach to seek <br />grant funding we may not otherwise be able to obtain. If we are successful, we will have reduced <br />taxpayer burden. If not, there will be no direct costs except the time involved in providing information <br />to aid in the preparation of the grant The key to this process is to make sure the grants applied for are <br />reasonable relative to our needs. <br />Staff would recommend approval of this letter of agreement as presented. <br />Cc: Mike Ludwig <br />Don Smiley, LCFD Chief <br />1 <br />
