(1
ATTACHMENT #4
MINUTES
SAFETY COMMITTEE MEETING
WEDNESDAY, AUGUST 30, 2011
10:00 A.M.
Those present: Jim Morelan, Bill Dircks, Derek Anderson, Joe Steele, and Kathy Glanzer.
Bill reported that he has completed several JHA's for the Public Works Department, sent them to
Chad at SafeAssue, who then made a few changes. Bill will submit the JHA's to the Safety
Committee for their review and comment. Once comments are received, the individual JHA
forms will reflect the review process, i.e. reviewed by SafeAssure, LMCIT, the Safety
Committee. The JHA's for both Parks and Public Works will be put in books and will be kept at
the Parks Shop and Public Works Garage. There will be a master review sheet in each book
indicating that employees have reviewed the sheets, their signatures, and date of review.
Committee members reported that July safety training (PPE, Hearing, Confined Space) went
well. Joe reported that SafeAssure indicated at training that ratchet straps were to be inspected
monthly, and he asked SafeAssure to send him a list of everything that requires monthly
inspection. This list was not received. Jim asked that SafeAssure also provide information on
which agency has imposed the requirement. Bill volunteered to send a written request to
SafeAssure for the comprehensive monthly inspection checklist, including the source of the
requirement. It was noted that the next training is scheduled for September 22 1'd at Little Canada
and will cover Trenching and Earthmoving Equipment.
As discussed at the last meeting, a survey was done of surrounding cities to determine if they
have installed AED's at any of their facilities. The results of that survey are as follows:
Arden Hills — City Hall and Public Works
Falcon Heights — City Hall
Roseville — License Center, Golf Course, Skating Center, City
Hall, Public Works, Nature Center, Central Park Gym,
Brimhall, Fairview
VH — City Hall, Community Park/Warming House (shared),
Public Works, and VH Commons
It was the consensus of the Safety Committee that its previous recommendation for the purchase
and installation of AED's should be forwarded to the Council for consideration. That
recommendation included the purchase of AEDs for City Hall, the Old Fire Hall, Pioneer Park,
and Spooner Park (upper and lower shelter). The Committee noted the fact that two of the Little
Canada fire trucks, the Ramsey County Sheriff's squads, and Allina ambulances carry AED's.
Bill reported that he has ordered the MN Safety Council videos "Accident Investigation" and
"Accident Prevention ". He will make a future report to the Committee.
Kathy provided a modified Severe Weather Emergency Plan for the Public Works Department
(addition of Terrace Heights storm shelter as an option of Public Works) and asked that Parks
and Public Works update the copies posted at their sites. Kathy will update the City Center
copy.
Bill reported he has not received participation/cost information relative to participation in the
LMCIT's safety training programs. Bill will contact LMCIT to find out if they have put together
cost estimates for this training based on interest in forming regional safety committees. He will
update the Committee at its next meeting.
12
