with last year's sewer rate applied to any difference over a one -year basis. The billing
period will depend on when the meter is replaced. If it is replaced within the first 61 days
of the start of the quarter the account will be billed on the next utility hill. The bill will
have the new meter reading and its corresponding billing amount and it will also have the
under - registered usage and its corresponding billing amount. If the meter is replaced
between days 61 and 91, then that quarter's usage will be based on past usage and the
adjusted billings will occur the following quarter.
Any applicable sewer adjustment will be determined by taking the new reading and
applying it to the average usage rates by water customers each quarter. So if the
new meter is installed in the fourth quarter and the reading is prorated to be 25,000
gallons then the 25,000 gallons will be plugged into a formula that will solve for the first
quarter usage. The average usage per residential account broken down by quarter is as
follows:
ls' Quarter (January — March)
2 "d Quarter (April — June)
3r" Quarter (July — September)
4th Quarter (October — December)
20.5%
25.3%
31.6%
22.6%
Using the 25,000 - gallon example above the sewer rate would be based on 22,600 gallons
of water calculated -to -be -used in the first quarter. (25,000 gallons is to 22.6% as 22,600
is to 20.5 %) The 22,600- gallons would he compared to the first quarter reading from the
previous year on the old meter. The difference between the two readings would be
subject to additional sewer charges. That difference will be multiplied by four (4) to
achieve the full year's adjustment. That amount would then be included on the bill with
the unregistered billing.
For any under- registered adjustment, the resident will have an entire year to pay off
the amount. Residents will be able to pay the balance in any way they choose over
the course of that year. However, they must stay current on the rest of their bill to
avoid penalties on the normal portion of their bill, but they will not be penalized for
the under- registered portion of the bill unless there is a balance remaining after one
year.
50,000+ Gallon Discrepancy
If a meter and remote have a discrepancy of more than 50,000 gallons, then the
resident will be billed for 50,000 gallons of under - registered water on the next utility
bill and also informed that the account will be monitored for one year. At the end of
the year the annual usage registered by the new meter will be compared to the most
recent annual usage registered by the old meter. If the new meter registers a difference of
greater than 50,000 gallons than the resident will be billed for the difference along with a
sewer adjustment.
3
