MINUTES <br />CITY COUNCIL <br />JUNE 14, 2006 <br />RESOLUTION NO. 2006 -6 -132 — APPROVING AN INCREASE IN <br />THE FOLLOWING LIQUOR LICENSE FEES AS NOTED BELOW, <br />BASING THE INCREASE ON THE 2006 GROSS LEVY INCREASE <br />OF 2.54 %, BUT ROUNDING UP THE ON -SALE LICENSE FEE TO <br />THE NEXT $10 AND THE ON -SALE WINE LICENSE FEE TO THE <br />NEXT $5, AND ALSO DECLARING THE CITY'S INTENT TO TIE <br />ANY INCREASES IN THESE FEES TO INCREASES IN THE <br />ANNUAL GROSS LEVY FOR THE NEXT FIVE YEARS, AND <br />FURTHER DECLARING THAT IF THE GROSS LEVY IS <br />DECREASED, THE FEES WILL REMAIN AS IS FOR THAT YEAR <br />2006 ON -SALE LIQUOR LICENSE - $3,590 <br />2006 ON -SALE WINE LICENSE - $515 <br />The foregoing resolution was duly seconded by Allan. <br />Ayes (4) Blesener, Allan, Montour, Keis. <br />Nays (1) LaValle. Resolution declared adopted. <br />SINGLE The City Administrator reported that the City's contract with trash haulers <br />SORT expires at the end of the year. One of the aspects of the contract is <br />RECYCLING recycling, and Waste Management and Allied Waste would like to go to <br />single -sort recycling versus two sort. The Administrator noted that there <br />are four haulers operating in the City: Waste Management, Allied Waste, <br />Horrigan's, and Gene's Disposal. Gene's Disposal does not have the <br />capability of going to single -sort recycling, and Horrigan's recycling route <br />is done by Waste Management. Therefore, the property owners along <br />Gene's route would continue with two -sort recycling. The Administrator <br />reported that the City surveyed Gene's customers, and they overwhelming <br />supported retaining Gene's as their hauler even though they understand <br />they will not be able to convert to the single -sort recycling. This route <br />encompasses 26 properties. <br />Jennefer Klennert, Waste Management, and Rich I-iirstein, Allied Waste, <br />appeared before the Council to report on single sort recycling. Hirstein <br />displayed samples of the bins that would be used and pointed out that all <br />recycling would be placed in this bin — there is no need to sort recyclables. <br />There is information on the covers of the bins describing what is <br />recyclable and what is not. Hirstein pointed out that the single -sort bins <br />allow the pick -up process to be automated. One significant change, <br />however, is recycling would be picked up every other week rather than <br />weekly. To avoid confusion about pick -up dates, calendars would be <br />provided to all residents. Hirstein noted that the every other week pick up <br />saves wear and tear on City streets. <br />4 <br />6 <br />
