MINUTES <br />CITY COUNCIL <br />OCTOBER 12, 2011 <br />operate its water patrol unit and will have its night Commander office at <br />this location. The Ramsey County Elections Department is also planning <br />to use this building for the storage of election equipment. Bostrom <br />reported that the County is committed to having a well maintained <br />building. Bostrom noted that there will be a strong law enforcement <br />presence at this building, which may deter crime in the Ryan Industrial <br />Park area. He also noted that with the Department's efforts in the area of <br />video surveillance, the building may be used for camera monitoring, as <br />well as an information center and an auxiliary emergency operations <br />center. <br />Montour asked if video surveillance cameras could be place in hot spots in <br />Little Canada. Bostrom indicated that he would discuss this with people <br />in the Sheriff's Department and get back to the City. <br />Montour asked about Sheriff's Department staffing. Bostrom stated that <br />he was down several people and hoped to increase staff in the future. He <br />noted that his department had a $1 million budget shortfall, and is hopeful <br />to make most of that up given several retirements. However, staffing is <br />very lean at this time. <br />McGraw asked about the issue of artificial drugs. Bostrom stated that the <br />Department is monitoring these issues at this time. Montour noted the <br />work the City will be doing on its tobacco ordinance. Bostrom pointed out <br />that in addition to the issue of public safety, there are also issues of public <br />and consumer good. Bostrom indicated that he would support the City in <br />whatever they do with the tobacco ordinance. McGraw asked if there was <br />any checking of the contents of the product smoked at hookah shops. <br />Bostrom reported that this is an ATF issue relative to where this product is <br />coming from and what is in it. McGraw asked about the meth problem. <br />Bostrom indicated that the problem seems to have diminished somewhat. <br />The City Administrator asked if the County would consider allowing Little <br />Canada to purchase its fuel from them at the 5 South Owasso Blvd. <br />location and possibly adding another fuel tank. Bostrom reported that this <br />is currently being evaluated. <br />Bostrom concluded by informing the Council that the Sheriff's <br />Department was founded in 1849 while Minnesota was still a territory. He <br />pointed out that the reasons that the Sheriff's Department was founded <br />back then, still apply today. Bostrom stated that if Little Canada needs <br />something, it should not hesitate to contact his office. He thanked the <br />Council for meeting with him this evening. <br />3 <br />
