Resolution declared adopted.
METRO The City Administrator reviewed his report dated October 6, 2011
MOBILITY relative to the hours of service Metro Mobility provides to Little Canada
REPORT residents. The Administrator noted that this report was generated in
response to concerns raised in July by Mr. Simcha Plisner. The
Administrator reported that Metro Mobility is a requirement of the
American With Disabilities Act (ADA) for transit systems. This is an
unfunded mandate. The ADA requires that service hours for Metro
Mobility match the service hours of the operating bus lines within a %
mile radius of the bus route. Metro Motility has exceed this requirement
by providing service based on the bus routes operating schedules within a
community. For Little Canada, Route 71 is utilized as it has the latest
service based on a stop at Sloan Place and Roselawn. There are three
routes serving Little Canada (Routes 62, 71, and 223), and the
Administrator verified that Route 71 would generate the latest Metro
Mobility service. The Administrator reported that two rounding errors
were discovered as a result of the City's inquiries, and weekday service
will be extended 15 minutes earlier and later than presently exist (4:45
a.m. to 4:30 a.m. and 11:30 p.m. to 11:45 p.m.) The Administrator noted
an error in his report that stated "weekend day service" rather than the
correct "weekday service ". The Administrator indicated that he would
inform Mr. Plisner of this error.
The Administrator reported that in discussing Mr. Plisner's concerns with
Paul Colton, Senior Manager of Metro Mobility, Mr. Colton indicated that
the only way Metro Mobility would extend hours of service is if one of the
bus routes serving Little Canada were extended. Due to funding cutbacks
and ridership data, this is unlikely even if the City made the request.
2
