MINUTES <br />CITY COUNCIL <br />OCTOBER 12, 2011 <br />MPCA AIR <br />QUALITY <br />MONITORING <br />STATION <br />WATER <br />METER <br />REPLACEMENT <br />POLICIES <br />The Public Works Superintendent reviewed his report dated October 6, <br />2011 reporting that Bay West, working for the MN Pollution Control <br />Agency (MPCA), has asked if they could set up an air quality monitoring <br />station on the City's booster station property on County Road B. the <br />station would collect air quality data and would be check daily by a <br />member of the MPCA. The Superintendent described the station which <br />would be mounted on a pallet and stands about five -feet tall. The station <br />would be placed in the fenced in area behind the booster station and would <br />not be visible from County Road B. <br />The Superintendent reviewed a proposed lease agreement with the State <br />relative to this station, pointing out that the City would be paid $150 per <br />quarter for the lease and $50 per month for electric costs. The lease would <br />start November 1, 2011 and run through October 31, 2013 with three one- <br />year renewal options. The City would have no responsibility for this <br />equipment. <br />Mr. Keis introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2011 -10 -201 — APPROVING INSTALLATION OF <br />THE MPCA AIR QUALITY MONITORING STATION AT THE <br />CITY'S BOOSTER STATION AS RECOMMENDED BY THE <br />PUBLIC WORKS SUPERINTENDENT IN HIS REPORT DATED <br />OCTOBER 6, 2011 AND AUTHORIZING THE MAYOR AND CITY <br />ADMINISTRATOR TO EXECUTE THE LEASE AGREEMENT ON <br />BEHALF OF THE CITY <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (5). <br />Nays (0). Resolution declared adopted. <br />The Public Works Superintendent reviewed his report dated October 5, <br />2011 outlining proposed water meter replacement policies. The <br />Superintendent noted that the water meter replacement project will be <br />underway soon given the City just received its FCC license for this <br />system. He pointed out that in replacing meters there will likely be <br />remotes that have been reading differently than the actual water meter. <br />Therefore, he reviewed recommended policies for addressing various <br />scenarios that will occur. <br />The first policy has to do with under - registering remotes. He noted that <br />last November the Council approved a policy for cases where there was a <br />large discrepancy between the remote reading and actual water meter <br />5 <br />
