r jF MAYOR
Bill Blescner
Wae o __27/Z) 7'anaaa
515 Little Canada Road, Little Canada, MN 55117-1600
(651) 766 -4029 / FAX: (651) 766 -4048
www. ci.little- canada.mn.us
MEMORANDUM
TO: Mayor Blesener & Members of City Council
FROM: Bill Dircks, Public Works Superintendent
DATE: April 4, 2008
RE: Savage Lake
COUNCIL
Rick Montour
Barbara Allan
John Keis
Michael McGraw
ADMINISTRATOR
Joel R. Hanson
Mr. Rocky Waite, 2651 Lakeshore Ave., has requested that he be put on the agenda for
the April 9th City Council meeting. He wishes to discuss the condition of Savage Lake
and how he believes it has deteriorated over the past 30 years. The most significant
change to the area was the addition of stormwater from the Lakeshore, Jackson, Old
County Road C area in the mid- 1990s. The ditches were filled in and storm pipes were
put in to convey the water directly to Savage Lake and the wetland at the northeast corner
of Demont and Jackson. There were pipes conveying stormwater to the lake prior to the
reconstruction but more water is conveyed directly to the lake than before reconstruction.
As you know, stormwater regulations have come a long way since the Lakeshore area
was reconstructed and we now must infiltrate the first inch of runoff during precipitation
events. Staff is currently researching the potential of retrofitting rain gardens into the
Lakeshore, Old County Rd. C area to help improve the water quality of Savage Lake.
Even less water would get to the lake but it would be cleaner. Staff has requested
assistance from the Ramsey Washington Metro Watershed District to develop a good
plan for the area. We are also seeking any information the District might have as to the
historical water quality of Savage Lake and what they believe would be the best course of
action to take for the lake. I have not received any information from the District at the
writing of this memo but would expect to have some by the meeting on Wednesday.
A map showing our storm sewer flows to Savage Lake and the wetland at Demont and
Jackson has been included for you information along with an aerial photo of the same
general area.
1
