NORTHWEST ASSOCIATED CONSULTANTS, INC.
4800 Olson Memorial Highway, Suite 202, Golden Valley, MN 55422
Telephone: 763.231 .2555 Facsimile: 763. 231 .2561 planners©nacplanning.com
MEMORANDUM
TO: Little Canada Planning Commission
FROM: Stephen Grittman
DATE: March 6, 2008
RE: Little Canada — Subdivision Ordinance Amendment (Cul -de -sac
and Variance regulations)
FILE NO: 758.10 — 08.04
Background and Analysis
Attached to this memo is a proposed Subdivision Ordinance amendment that would
make the following changes to the ordinance:
a. Clarify that the 500 foot cul -de -sac length standard does NOT apply to
Temporary cul -de -sac streets;
b. Clarify that the City retains the discretion to require longer cul -de -sacs under
specific conditions (other than creation of more lots);
c. Define Temporary cul -de -sac streets as being those where future extension is
anticipated;
d. Clarify that the cul -de -sac standards applicable to temporary cul -de -sac streets
refers only to the cul -de -sac radius; and
e. Clarify the standards for variance from the Subdivision Ordinance to become
more closely consistent with state law (by eliminating the phrase "minimum
use" from the standard).
These amendments are being processed in advance of the general ordinance update
due to litigation that the City is facing after the Richie Place subdivision approval. It is
the opinion of the City's legal representatives that this amendment will help clarify the
issues for that case.
3
