515 Little Canada Road, Little Canada, MN 55117 -1.600
(651) 766 -4029 / FAX: (651) 766 -4048
www.ci.little-canada.tnn.us
MEMORANDUM
TO: Mayor Biesener & Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: March 21, 2008
RE: Joint Powers Agreements with Maplewood
Attached are three joint powers agreements (JPA's) with the City of Maplewood.
MAYOR
Bill Bloomer
COUNCIL,
Rick Montour
Barbara Allan
John Kcis
Michael McGraw
ADMINISTRATOR
Joel R. Ilausuu
The first is for Maplewood's discharge of sanitary sewer from Palm Court into Little Canada at Keller
Parkway. This situation has existed for a number of years now and this agreement memorializes past
understandings as to billings, maintenance & repair, and infiltration/inflow issues.
The second is for the water main Maplewood will construct from the intersection of Keller Parkway and
Arcade that will run easterly along Keller Parkway, then turn north onto Kohlman Lane to serve that
entire area, including Beam Avenue. Once the project is complete, Maplewood will turn the main over
to us and we will be responsible for on -going maintenance and operation. All service connections will
be handled through us. We will install meters and billing the accounts for water usage in the same
manner we bill our residents. We will also bill Maplewood's other utility costs (sanitary sewer,
recycling, and storm water), collect the money and remit it to Maplewood, less a $3.50 per account /per
quarter servicing fee. The servicing fee can be reviewed /adjusted on an annual basis.
The third agreement is for Maplewood's extension of their sanitary sewer line to the north from
Kohlman Lane to provide service for new areas to be developed in Little Canada (Richie Place, Sculley
Property, and possibly Canadian Woods). We are 100% responsible for these costs. This work is being
bid as an alternate to enable us to cancel this component should pricing not be favorable when compared
to offsetting the costs of construction and maintenance of multiple lift stations should we not proceed
with this work.
This agreement also assigns a share of the project costs for street and water main to serve our portion of
Beam Avenue. (1 have asked for an exhibit to document the calculation /allocation of those costs based
on our staff discussions on this topic.) This document is also similar the first JPA in terms of billings,
maintenance and repair, and 1 & I issues, except the roles are reversed. It should also be noted that the
section of main extended to serve our pending development areas will be our responsibility in terms of
maintenance going forward. This is a deep portion of main and should repairs ever be needed
1
