Hanson <br />As you will recall, in February of 2008, adjustments were made to precinct boundary <br />lines on the west side of the freeway (Precinct Map attached). One of these changes <br />involved moving the north line of Precinct 3 to correspond with the boundary line <br />between School Districts #623 and #621. This particular change was recommended by <br />Ramsey County to eliminate the school district split in Precinct 3. (Please note there are <br />no voters living within the School District #621 portion of Precinct 3.) <br />In finalizing these changes, the Secretary of State's office (SOS) informed me that given <br />this new precinct boundary does not follow a physical characteristic (street, highway, <br />railroad track, etc.), it should be established as a separate precinct and not merely <br />incorporated into Precinct 2 as we had adopted. The SOS also indicated that the two <br />precincts separated by the school district boundary must be named to reflect a <br />relationship for the purpose of reporting election results, for example Precinct 3A and <br />Precinct 3B (diagram attached). <br />To avoid all of the above confusion, City staff is recommending that the former boundary <br />line between Precinct 2 and 3 on the west side of the freeway be re- established, that <br />boundary being 694 (diagram attached). Again, there are no voters that will be impacted <br />by this change. I have discussed this with both the Secretary of State's Office and <br />Ramsey County Election Department, and they are in agreement. <br />Therefore, the Council is asked to re- establish the boundary line between Precinct 2 and <br />Precinct 3 on the west side of the freeway as I -694. <br />1 <br />
