£U U IIIG ASSOCIATES <br />Memo <br />IMU6 tlllMTM <br />TO: Honorable Mayor and City Council Members <br />FROM: Lee Elfering, City Engineer <br />DATE: May 8, 2008 <br />RE: Condit Street Reconstruction Update <br />As requested at the public hearing on April 28th we reviewed the possibility of adjusting <br />the street horizontally in the existing right -of -way to allow protecting of all the trees on <br />the Zoch property. Two options were reviewed and exhibits of both are attached to this <br />memo. The proposed curb line for each option is shown as solid red lines and the <br />existing road rights -of -way are the green double skip lines. The "daylight lines ", the point <br />at which our new grading would match the existing grade, are shown as a dashed purple <br />line on the 28 -foot option and a dashed red line on the 24 -foot option. Below is a <br />summary of our findings on both alignments. <br />28 -foot wide urban section <br />• Alignment would protect all the trees on the Zoch's property <br />• Impacts to the trees to the east of the street, <br />• Street width would allow for some on- street parking. <br />• The boulevard on the east side of Condit would be less than 1 -foot along <br />Zoch's property. <br />24 -foot wide urban section <br />• Alignment would protect all trees on the Zoch's property. <br />• Minimal tree impact on the east side on the street. <br />• Street width would not allow for any on- street parking. <br />• The boulevard on the east side of Condit would be approximately 5 feet <br />along the Zoch property. <br />We do not feel that the 28 -foot street section is a viable option because less than 1 -foot <br />of right -of -way would exist on the east side of the street. Two other factors will need to <br />be discussed at the continuation of the public hearing regarding the 24 -foot alignment. <br />The first is the extent of right -of -way that should be acquired from the Bougie and Grant <br />properties. Our recommendation would be to obtain an additional 17 feet of right -of -way <br />to provide for a 50 -foot street right -of -way on this section of Condit Street. <br />The second factor is the need to relocate or bury the overhead electric from Yorkton <br />Blvd. to the south. As shown, two of the three power poles south of Yorkton Blvd. would <br />be within the new street section and would need to be moved to the west. Moving the <br />power poles back could result in trimming of trees by Xcel Energy for line clearance. <br />The other option would be to bury the electric from Yorkton Blvd. to the south.
