Hanson <br />www. cl.little- canada.mn.us <br />MEMORANDUM <br />TO: Mayor Blesener and Members of the City Council <br />FROM: Kathy Glanzer, City Clerk <br />DATE: May 20, 2008 <br />RE: Renewal of Licenses — Bangkok Avenue <br />Given the increase in the amount of questionable activity at Bangkok Avenue, City staff <br />had recommended that that a Public Hearing be held to consider the renewal of the <br />following licenses for Bangkok Avenue: <br />On -Sale Wine License <br />On -Sale Intoxicating Malt Liquor License <br />Sunday Liquor License <br />2 A. M. License <br />Consumption & Display License <br />Entertainment License <br />On May 6ih, a meeting was held with the owner of Bangkok Avenue, representatives of <br />the Ramsey County Sheriff's Department, the City Administrator, and me. At that <br />meeting, the following issues of concern were identified: <br />Limited number of wait staff; <br />Limited number of security staff; <br />Method of serving (patrons can purchase beer by the 12 -pack or case); <br />Hesitancy to call the Sheriff's Department; <br />Apparent lack of pro - active approach to heading off problems; <br />Questions about the availability of food service during all hours of operation. <br />With regard to the issues of wait staff and security staff, I contacted the following <br />business owners to get there opinions. Below is a result of those conversations, and it <br />should be noted that the information is based on an establishment that seats <br />approximately 300 people: <br />3 <br />
