GOALS <br />This section contains a listing of general goal statements which are intended to define the City's <br />development objectives. Goals statements are typically to be read together as a unit, rather than <br />as independent ideas. As a whole, they provide an outline for the consideration of new <br />development or redevelopment alternatives. <br />Following the Goal statements are a listing of several Policy statements. In most cases, the <br />Policies are references to more specific issues in the Corridor area. The Policies are intended to <br />guide the implementation steps which the City will take in carrying out the Goals. <br />Goal A: Maintain and improve the Rice Street area as a safe, viable, orderly, productive and <br />enhanced environment for the residents of the community <br />Application <br />Rice Street serves as the principal commercial district for the entire Little Canada community, <br />particularly for convenience goods and services. The viability and orderliness of the district, <br />therefore, is of paramount concern in the City's planning and consideration of future <br />development. Each project in the Corridor should be evaluated on its contribution to the factors <br />listed in this goal, not merely whether it meets the various performance standards of the Zoning <br />Districts. If a project cannot show that it enhances the community environment, the project <br />should be redesigned or rejected in favor of one that does. <br />Goal B: Maintain and promote balanced commercial development and activity which is viable <br />and responsive to the needs of the community and surrounding market area. <br />Application <br />Establish zoning districts which cluster uses responsive to specific services the area is intended <br />to provide. An example would be to cluster larger retail and service providers near the <br />intersections of Rice Street with Little Canada Road and State Highway 36. These roadways <br />contain the largest volumes of traffic and are home to larger retailers which draw customers from <br />the entire region. The modified use of the PUD zoning district (see discussion below) can help <br />define the unique characteristics of each area. <br />The business community extends along County Road C and Little Canada Road across I -35E. <br />This business area has traditionally functioned to serve a more localized market, or focused on <br />businesses that were not traffic- dependent. As such, more pressure for office and office- service <br />uses has occurred in this district. The area is currently zoned B -3, General Business. Because of <br />the extensive areas of residential land uses adjacent to these business properties, the City may <br />wish to consider a more tailored zoning district that would discourage late -night uses or high <br />traffic volume commercial activities. <br />1 <br />
