MINUTES <br />CITY COUNCIL <br />NOVEMBER 10, 1999 <br />499 —cup <br />3/ ei —R1/4/4/0 <br />serves Little Canada senior citizens as well as seniors living in eastern <br />Roseville. <br />CUP — Mayor Fahey opened the Public Hearing to consider the application for <br />3164 RYAN LANE- Conditional Use Permit for open and outdoor storage of equipment as an <br />LEE ROSSOW accessory use at 3164 Ryan Lane submitted by Lee Rossow. Fahey <br />reported that the Planning Commission has recommended approval of the <br />CUP subject to compliance with the recommendations of the Zoning <br />Administrator. <br />The Zoning Administrator reviewed her recommendations relative to the <br />property at 3164 Ryan Lane pointing out that a total of 81 parking spaces <br />are required for this property. Of these parking spaces, 75 are required for <br />bus driver employees and the other 6 are required for transportation <br />terminal employees. <br />The Zoning Administrator further reported that should additional bus <br />parking be added to this site, the 81 parking spaces she is recommending <br />would not be adequate. The Administrator went on to explain that Mr. <br />Rossow has a total of 120 buses, and may added additional buses for a <br />total of 150. Of the 150 buses proposed, 75 would be stored at 3164 Ryan <br />Lane and the other 75 would be stored at 3101 Spruce Street. The Zoning <br />Administrator reported that required parking for 3101 Spruce Street is a <br />total of 94 spaces, of which 11 spaces are required for office employees, <br />75 for bus driver employees, and 8 for bus repair employees. <br />Mr. Rossow reported that he already has 150 buses; however, he only uses <br />120 of these buses and the rest are spares. He also pointed out that all <br />employees drive bus. Mr. Rossow reported that on an average day he has <br />60 buses coming and going from each lot (3164 Ryan Lane and 3101 <br />Spruce Street) <br />Morelan asked if 75 buses are parked at 3164 Ryan Lane. Mr. Rossow <br />reported that there were and he would like to continue parking 75 buses at <br />this location. Morelan stated that in reviewing the site plan he does not <br />see that parking spaces are designed for both 75 buses and 75 employees. <br />The Zoning Administrator reported that there are 11 parking spaces <br />designated at 194 -196 Ryan Lane for this property. <br />Mr. Rossow reported that in drawing the site plan, he did not show all the <br />parking area, and just showed the general concept for the parking. <br />2 <br />
