Also at issue would be the materials. The applicant is proposing to utilize fiber - cement
board siding on the upgraded east and northeast exterior surfaces. This material is a
durable lap siding or "shake" design (in most cases). The look of the material tends to
be more residential or business in character, and is less often used in industrial
applications. Any objection to the material would related to architectural concerns
rather than durability. Planning staff would recommend a material that is more typical of
industrial installations, such as masonry and EIFS /stucco.
Parking. The applicant has provided a site plan that illustrates a new 35 space parking
area to the east of the existing building. This parking area should be adequate to
accommodate parking demand created by the building use which is more than 85%
warehouse storage. A sidewalk divides the
Parking areas for industrial buildings are required to be paved and surrounded by curb.
The site plan prepared by the applicant does not specify surfacing or other
improvements — the plan should be amended to show compliance with these standards.
Screening and Landscaping. The site plan illustrates a few trees on the site plan, but
does not identify all land cover for the affected property. Neither the islands in the
parking lot, nor the ground between the sidewalk and the building, are addressed by the
plan. These areas should be landscaped in accordance with the zoning ordinance
requirement for all areas not covered by building or paved spaces.
Summary and Recommendation
The proposed Drywall Supply addition is intended to provide storage area that will
replace space that Drywall Supply was using the former Knox sales building. That
transition is scheduled to occur later this year. The request requires the City to approve
a PUD permit under the following conditions:
a. Exterior coverage of the building visible from the street to the north and east
(totaling about 20% of the exterior) is adequate to meet the intent of the PUD
ordinance.
b. Use of fiber - cement siding material meets the intent of the City's building
materials standards. Staff would recommend materials that are typical of
industrial buildings, excluding a lap- siding design.
c. Parking areas will be paved and curbed according to the City's zoning
requirements.
d. Landscaping plans will be provided prior to occupancy that address all of the
affected ground area, including the space between the sidewalk and building,
pc: Kathy Glanzer
Steve Westerhaus
Lee Elfering
Carl Johnson, Drywall Supply, 3203 Country Drive, Little Canada, MN 55117
2
