INTRODUCTION <br />• Transportation Plan: Existing and planned transportation infrastructure designed to <br />meet Little Canada's traffic needs as well as maintain and enhance connections to the <br />regional system. <br />• Water Resources: Summary of sanitary sewer, water supply and surface water <br />management policies and plans. <br />• Parks and Open Space: Summary of parks and open space facilities, existing and <br />planned, in the City including regional parks and trails. <br />• Implementation: Tools and strategies that the City of Little Canada will use to achieve <br />the goals identified in the Comprehensive Plan. <br />Planning History <br />The City of Little Canada, Minnesota is a nearly fully developed community located north <br />of St. Paul in Ramsey County. Now considered a first tier suburb, the City has grown from <br />a free - standing settlement established over 150 years ago. In 1858 Little Canada became a <br />village, a township in 1953 and incorporated into a city in 1974. Little Canada's long <br />history has lead to a complex pattern of development which consists of converted lake <br />cabins, large lake homes, mobile home parks, low - density residential neighborhoods, <br />apartment and condominium complexes, large and small industrial areas, small commercial <br />developments and designated park and open space areas. <br />Past planning efforts... <br />Regional Planning <br />As part of the mandated comprehensive planning process, Little Canada is required to coordinate <br />its comprehensive plan in a manner consistent with the 2030 Regional Development Framework <br />as adopted by the Metropolitan Council. As shown in the following map, Little Canada has been <br />classified as a Developed Area within the 2030 Regional Development Framework's growth <br />strategies. The regional objectives of a Developed community include: <br />• Accommodate growth forecasts through reinvestment at appropriate densities (5 units <br />plus in developed areas and target higher density in locations with convenient access to <br />transportation corridors and with adequate sewer capacity). <br />• Approve and permit reinvestment projects that make cost effective use of infrastructure <br />and increase density. <br />• Adopt ordinances to accommodate growth and use land and infrastructure efficiently <br />(examples: innovative zoning techniques for mixed use development, transit oriented <br />City of Little Canada — 2030 Comprehensive Plan <br />2 <br />
