LAND USE PLAN <br />Future Land Use <br />The City's Future Land Use is designed to organize the community so that housing, jobs and <br />community services can be provided in a balanced and sustainable manner. The Future Land <br />Use Plan lays the foundation for land use controls used to implement the goals and policies of <br />the Comprehensive Plan. Because Little Canada is a Developed community, the Future Land <br />Use Plan does not differ significantly from the existing land use and zoning currently in place. <br />The Future Land Use Plan is designed to accomplish the established goals and policies for land <br />use planning through 2030. The Plan allows for private property owners to make reasonable use <br />of their property, within the context of changing markets and existing public infrastructure <br />including streets, sewer and water and stormwater control. As new development proposals come <br />forward and public investment needs and opportunities arise, long term planning goals must be <br />considered together with current conditions in order to determine the most efficient and effective <br />provision of City services. <br />Goals and policies for the City's Land Use Plan, shown in the following subsections, are <br />generally to maintain and enhance existing uses and allow for sensible redevelopment of <br />underutilized and deteriorating sites. <br />The following are general goals and policies for all land uses: <br />Goals: <br />1. Maintain a cohesive land use pattern which ensures compatibility and functional <br />relationships among land uses. <br />2. Preserve and protect property values. <br />3. Enhance and ensure proper protection natural environment features. <br />4. Investigate and utilize public financing alternatives to assist private interests in <br />development, redevelopment or rehabilitation efforts when City objectives are furthered <br />in exceptional ways. <br />5. Prohibit over - intensification of land use development, that is, development which is not <br />accompanied by a sufficient level of supportive services and facilities (utilities, parking, <br />access, etc.). <br />6. Maintain and strengthen the tax base. <br />7. Where practical, conflicting land uses shall be eliminated through removal or relocation. <br />Policies: <br />1. All development proposals shall be analyzed on an individual basis from a physical, <br />economic and social standpoint to determine the most appropriate uses within the context <br />of the community as a whole.
