MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />OCTOBER 26, 2011 <br />Pursuant to due call and notice thereof a special meeting of the City Council of <br />Little Canada, Minnesota was convened on the 26th day of October, 2011 in the <br />Council Chambers of the City Center located at 515 Little Canada Road in said <br />City. <br />Mayor Bill Blesener called the meeting to order at 6:00 p.m. and the following <br />members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. Bill Blesener <br />Council Member Mr. John Keis <br />Council Member Mr. Mike McGraw <br />Council Member Mr. Rick Montour <br />ABSENT: Council Member Ms. Shelly Boss <br />ALSO PRESENT: City Administrator Mr. Joel R. Hanson <br />City Engineer Mr. Lee Elfering <br />City Clerk Ms. Kathy Glanzer <br />IMP. NO. Mayor Blesener opened the Public Hearing to consider adoption of the <br />2011 -01 - the assessment roll for Improvement 2011 -01, Ontario Road (from County <br />ONTARIO Road D south to end) by full depth mill and overlay of bituminous road <br />ROAD surface as well as repair /replacement of damaged concrete curb and gutter <br />sections. <br />The City Engineer reviewed the project costs, noting the feasibility estimate for <br />the improvement was $54,500. The low bid came in at $46,746.40. Actual <br />construction costs were $50,671.10 due to an additional 300 feet of curbing that <br />needed replacement as well as driveway work that the City had to pay for because <br />of curbing adjustments that were made. The final assessable costs of this project <br />are $24,204.61. <br />The Engineer then reviewed assessment payment options noting that property <br />owners can pay their assessment in full or part to the City within 30 days of <br />adoption of the assessment (through November 28, 2011) with no interest. After <br />that 30 -day period, the unpaid assessment balance will be certified to Ramsey <br />County and spread for collection with property taxes for a 10 year period at <br />5.25% interest. The Engineer noted that once an assessment balance is certified <br />to the County, the property owner can pay it in full during the 10 -year period. <br />
