t1ItililiG fISSOQA fS <br />Memo <br />TO: Honorable Chair and Planning Commission Members <br />FROM: Lee Elfering, City Engineer <br />DATE: July 25, 2011 <br />RE: Terrace Heights Property Swap <br />Background <br />The City has been working towards improving the boulevards along the County Road 82 <br />corridor over the last several years. The improvement was spurred by the construction <br />of the new St. Jude facility and is largely funded through TIF financing. The first project <br />involved boulevard tree plantings along the south and north boulevard along the school <br />property. The City then acquired the old Hostess Bakery site to provide for the <br />expansion of a second left turn lane on County Road 82 as part of Ramsey County's <br />Rice Street/36 project. Staff has also worked with the Terrace Heights Mobile Home <br />Park to purchase and /or relocate three mobile homes that were located on the Terrace <br />Heights property adjacent to the County Road 32 right -of -way near Park Street with the <br />intention of swapping land to provide for a landscaping corridor between County Road <br />B2 and the mobile home park. <br />The attached sketch depicts the portions of the property that are proposed to be <br />swapped between the City and the Terrace Heights Mobile Home Park. The City would <br />quit claim parcels A & B to the Terrace Heights Mobile Home Park in return for Parcel C <br />being quit claimed to the City. Parcels A and 8 and the remnants of lot 13 would be <br />utilized by the Mobile Home Park for new home pads, and the City would utilize the area <br />between the Terrace Heights property and County Road 82 for a landscaping corridor. <br />The proposed landscaping plan for the site has been included as an attachment to this <br />memo. The improvements include the installation of a wet cast retaining wall, juniper <br />tree screening on top of the wall, and landscape shrubs, trees, and flowers along the <br />front of the wall. The entire area will be watered by an irrigation system and banner <br />poles are being reviewed for the median area between the street and sidewalk. <br />Summary and Recommendation <br />At this time we are requesting Planning Commission comment and /or approval of the <br />proposed property swap with the Terrace Heights Mobile Home Park as outlined in this <br />memo.
