Mayor Blesener, Council Member
McGraw, Public Works Superintendent Dircks, Public Works Lead Worker Steele, Building Official
Westerhaus and I toured the property on November 2". Based on the information gathered during this
tour and other information we have assembled, staff if recommending we call for a closed session to
consider the development of an offer to purchase this site. We should also consider the potential
acquiring additional properties in the vicinity of 167 South Owasso as alternatives to the Norms
Tire Site.
Minnesota Statutes, Chapter 13D.05, Subdivision 3(c) allows cities to close meetings for the purpose of
developing offers on real- estate. I have also checked with the City Attorney who concurred that closing
the meeting for the purposes as discussed is consistent with our statutory authority.
