Memorandum
ill CRING fSSO(I.ATtS
!AK HAM
TO: Little Canada Mayor and City Council Members
FROM: Lee Elfering, City Engineer
DATE: June 21, 2007
RE: Viking Demolition Project
Change Order #1
Background
During the Hazardeous Material inspections it was discovered that the concrete blocks
of the Oasis car wash were filled with vermiculite. The demolition of the car wash
building was included in the demolition project that was awarded to Frattalone
Companies late last month; however the vermiculite removal is outside of the scope of
the project.
There are two possible ways to abate and demolish the car wash. The first would be to
have an abatement Contractor remove all the vermiculite within the blocks and then
have Frattalone remove the remaining car wash. Removal of the vermiculite by a
separate Contractor could be done however it would be slow process. The second
option is to have Frattalone demolish the car wash and treat all the material as
hazardous. Extra precautions and care would need to be taken to ensure against the
vermiculite becoming airborne and the work would need to be done simultaneously with
an abatement subcontractor completing the necessary steps to ensure the material is
handled and disposed of properly. This second option would be the more cost effective
of the two options, but will add cost above and beyond the original Frattalone bid for the
demolitions.
Summary and Recommendations
Frattalone Companies has provided an additional cost for handling and removal of the
vermiculite in the amount of $8,810.00, which includes the additional time for their crew
along with the abatement subcontractor work. We would recommend the approval of the
attached Change Order #1 to allow for this addition. Due to the required noticing time
for the abatement of the hazardous materials we are also recommending that the
completion date for the Demolition Contract be extended to July 16, 2007 as part of
Change Order #1.
If you have any questions or would like to discuss this issue please feel free to call me at
(763) 780 -0450 ext. 13.
Z: \PROJ \120083E - 2007 Street Reconstruction \0060 \Demolition \Memo - 062107 -CC (CO 1).doc
10062 Flanders Court NE — Blaine, MN 55449 — (763) 780 -0450 fax (763) 780 -0452
- 1 -
