Hanson <br />As you may know, we are currently in the process of converting the utility billing program from <br />Banyon to Springbrook Software. With this change in software, our current postcard billing will <br />be discontinued. While Springbrook has several options of template bills available a postcard <br />bill is not a standard option. City staff has narrowed it down to the attached two examples, We <br />also included an example of the billing used by the City of Roseville. However, with their bills <br />they chose to customize some of the printing areas. The City of Roseville recommends the <br />standard bill given subsequent issues that have occurred with the Springbrook service pack <br />upgrades. <br />In addition, we are looking at changing the methods for printing and preparing the bills when <br />mailing. Currently City staff prints, bursts, sorts by zip code, and then delivers the bills to the <br />post office each quarter. Staff has gotten two quotes on having these steps contracted out. <br />Attached is the spreadsheet showing the cost comparison of staff preparation and outsourced. <br />(Vendor quotes have been combined and amounts provided are in the general range of costs.) <br />City staff recommends outsourcing this process given the marginal price variations. Staff <br />is still reviewing which billing template will be used for utility billing. <br />
