The property is 1.85 acres in size and is zoned 1 -1, Light Industrial. Approvals requested to accommodate the use include a Conditional Use Permit for retail auto sales, a Conditional Use Permit for outdoor storage, and a text amendment to increase the number of motor vehicle sales lot licenses allowed in the City. The applicant previously held a CUP for outdoor storage and retail auto sales on the site. However, this CUP was revoked on September 27, 2006 due compliance issues. The City's code enforcement staff is preparing a companion report providing additional background on previous compliance issues. The applicant is now re- applying for the necessary permits to allow the use to be re- established on site. ANALYSIS The subject site has been a concern of the City for some time. As stated above, a Conditional Use Permit for the site was revoked in September 2006 due to numerous complaints and lack of compliance with the conditions of the CUP. Specific concerns related to the use included an excessive number of "repairable" vehicles (the originally CUP allowed 20 on the property at one time), junk materials and debris in the outdoor storage area, and general maintenance concerns. The applicant has made an attempt to improve the conditions of the property, and is once again applying for the necessary permits to allow retail auto sales and outdoor storage.
