Green Company <br />RE: POSSIBLE STREET EXTENSION <br />Dear Mr. Hanson: <br />As requested, we have reviewed the area between LaBore Road and Gervais Lake east of Arcade <br />Street to determine the possibility of providing a street extension off Arcade Street for access to the <br />undeveloped areas south of the homes along LaBore Road. The factors affecting our <br />recommendation include the existing topography of the area, the placement of the existing homes <br />along Arcade Street and LaBore Road, and the existing wetland locations throughout the site. <br />Attached is an exhibit obtained from the Ramsey County Washington Watershed's GIS database. <br />The exhibit is an aerial photo of the area with the existing topography and wetland boundaries <br />superimposed. The watershed has verified the relative accuracy of the wetland boundary as <br />shown on the aerial, indicated by the dark purple line. It should be noted that this area was <br />preliminarily reviewed in the past to determine a possible street connection. At that time it was <br />thought that a road could be extended from Arcade Street along the rear of the homes parallel with <br />LaBore Road to provide access to the undeveloped area behind the homes for development. The <br />old layout is attached. <br />When the existing topography and wetland boundary are taken into account, this proposed layout <br />appears to be less desirable than originally anticipated. The existing topography west of Arcade <br />Street indicates vertical relief of approximately 40 feet between the rear of the homes along LaBore <br />Road to the back lot line elevations. In addition, the wetland edge is only approximately 50 feet <br />south of the first three homes east of Arcade Street. The existing topography would require <br />substantial fill through this area and significant wetland impacts to complete a connection to <br />Arcade Street. It also appears that no additional developable lots would be created until <br />approximately 500 to 600 feet east of Arcade Street. Therefore, it is our recommendation that the <br />street to access this area not be extended from Arcade Street. <br />Upon review of the topography, existing home locations, and the wetland boundaries, we have <br />proposed a new possible street alignment thru this area. The proposed alignment is shown in red. <br />It is proposed that a connection to Labore Road be made west of the house at 2966 Labore Road. <br />The street would extend to the south and east and connect to Beam Avenue.
