<br />SUBJECT: 2007 Street and Utility Improvements Project
<br />Recommendation of Award
<br />Dear Mayor and Council Members:
<br />Bids were opened for the above referenced project at 11:00 a.m. on Wednesday April 11, 2007
<br />in accordance with the Advertisement for Bids. The project includes the realignment and
<br />reconstruction of Viking Drive, the reconstruction of Canabury Drive, the construction of Boss
<br />Road, the installation of storm sewer adjacent to the Resources for Child Caring site, and the
<br />reconstruction of the Old Fire Hall parking lot. Seven (7) bids were received from the following
<br />companies:

<br />The bidders are listed above from low base bid to high base bid. The next two columns are the
<br />addition and /or deduction to the base bid for the two alternates requested. Alternate #1 is for
<br />the use of recycled class 5 instead of virgin class 5 as the aggregate base on all streets.
<br />Recycled class 5 is an acceptable substitute for virgin material and does not sacrifice the quality
<br />of the roadway. Alternate #2 is for the City to supply a disposal site for the excavated material
<br />that will be generated by the street and pond grading. The City bid the second alternate in
<br />anticipation of the St. Jude project or the possible expansion of the Heather Oaks Townhome
<br />site. At this time it is uncertain if these sites will require fill material, however it is very likely that
<br />they will.
<br />The Feasibility Study estimated the construction cost at $1,570,000.00. In addition, the
<br />engineer's estimate completed at the end of plan and specification preparation estimated the
<br />construction cost at $1,552,000.00. Based on the bids received, T. A. Schifsky and Sons is the
<br />low bidder regardless of the combination of base bid and alternates. The low bid received,
<br />based on the engineer's estimate, appears to be competitive and the bids have been reviewed
<br />for errors and /or omissions. T.A. Schifsky and Sons was the Contractor for the City's 2006
<br />Street Project and past experience with them reflects that they are a responsive and responsible
<br />bidder.
