Hanson <br />www. ci.little- canada.mn.us <br />MEMORANDUM <br />TO: Mayor Blesener and Members of the City Council <br />FROM: Kathy Glanzer, City Clerk <br />DATE: February 7, 2007 <br />RE: City Center and Old Fire Hall Use Policies <br />The City recently received a request from the House District 54B Republicans to use the <br />City Center at no charge for their monthly meetings. This request was denied based on <br />the City Center Use Policy (see attached). The House District 54B Republicans were <br />informed that they could rent the building at the $100 /per use charge outlined in the <br />policy. It was felt that approval of this use request (with no charge being imposed) would <br />open the City to similar requests by other political groups. If it were not possible to <br />accommodate all requests, the City would also be subject to criticism that favoritism is in <br />play. <br />In reviewing the City Center Use Policy, staff felt the wording of the use policy should be <br />slightly clarified to reflect that use by political groups at no charge was intended to be <br />limited to such events as town meetings and candidate's debates. Any other use by <br />political groups and /or candidates for regular monthly meetings such as the request <br />received would be on a rental basis. <br />Also attached is the Old Fire Hall Use Policy. Staff is recommending that this policy also <br />be amended to reflect that the Old Fire Hall is no longer used as a City- designated <br />storm /emergency shelter given that two of the City's mobile home parks have on -site <br />shelters. In discussing this with the Emergency Services Director, he agreed that this <br />clause could be eliminated. The only use of the Old Fire Hall as an emergency shelter <br />that he anticipated would be in the event of a catastrophic occurrence. <br />Staff recommends approval of the City Center Use Policy and the Old Fire Hall Use <br />Policy as modified. <br />
