giy o 77/ Wanaeh'
515 Little Canada Road, Little Canada, MN 55117 -1600
(651) 766 -4029 / FAX: (651) 766 -4048
www.cilittle-eanada.mn.us
MEMORANDUM
TO: Mayor Blesener and Members of the City Council
FROM: Joel Hanson, City Administrator
DATE: August 22, 2007
RE: Sign Ordinance Amendments — Dynamic & Electronic Signage
MAYOR
Bill Blesener
COUNCIL
Rick Montour
Barbara Allan
John Keis
Michael McGraw
ADMINISTRATOR
Joel R. Hanson
After receiving the proposed sign ordinance amendments relative to Dynamic and
Electronic Signage from the City Planner last Friday, staff reviewed these amendments
and have the following comments:
Definitions:
Holiday Sign Definition should be changed to "Holiday Display ";
Define "Dynamic Sign";
Define "Electronic Sign ";
A couple of references to Holiday "Signs" need to be corrected to "Displays ".
903.110.B.1.e. — "Unless approved by the City Council, holiday displays shall be
located on private property and within setback limitations defined by this
Ordinance ". Code Enforcement Officer feels that this needs more clarification.
903.110.C.4.e. — Concern about number (new tenants moving into shopping
centers) and length of time (3 signs — 30 days each) for the additional temporary
sign permits during the first six months of opening a new business. Should this be
expanded to include PUD District?
903.110.F. — Fees and Licenses — add references to Permits as appropriate.
Should all Sign Ordinance changes be made at the same time (include changes
discussed as part of Zoning Code review)?
Please note that the City's moratorium expires on September 27, 2007. Therefore, if the
Council agrees that all sign ordinance amendments should be done at the same time,
action can be tabled on this matter until the September 261h Council meeting.
