New contamination was encountered during the tank removal process. <br />Oasis may have complied with MPCA requirements, but not with our <br />purchase agreement. We could proceed with a sale as a new buyer will <br />have to address this issue before development can occur. To do so will <br />require a specific development plan as well as a plan to address <br />remediation of contaminated soils. I don't believe this will be a major <br />issue. <br />3. The area needs to be replotted. We have begun work on this, but the <br />MnDot legal description issue is preventing it from moving forward at this <br />time. McDonald's will also be a participant in this process as a condition <br />of our land swap agreement. They will be paying a proportionate share of <br />the costs associated with platting. <br />We could ask each of these parties for a proposal for the site based on set parameters such as <br />acquisition cost, remediation of contaminated soil, platting, etc. We could expand this process to <br />include others by advertising the site or by direct invitation. It would be adviseable to move <br />forward this fall in order that a project is ready to go for next year. Direction is needed in this <br />regard. <br />Hotel/Restaurants RFP Project: <br />Given the apparent interest in the development of a hotel by George Sherman (and <br />hopefully other developers), we will need to finalize our site control in order to conduct an RFP <br />process. Staff needs to complete the site availability contacts, but I have had some positive <br />responses to date. Redevelopment is a likely component for this project, but may need to occur <br />on a voluntary sale basis. This should also proceed to RFP stage once we obtain site control. I <br />will make this a top priority as well. <br />McGough Site (Woodlyn and South Owasso): <br />This is the site we had identified as a possibility for our new public works garage. <br />However, McGough expressed interest in using it for themselves for a new 70,000 square foot <br />warehouse for their construction operations. According to past representations, it would <br />eliminate most, if not all, outdoor storage on the site. (I also asked them about consolidating <br />their office operations as well, but they did not show any interest in that possibility.) <br />McGough has explored the possibility of an expanded project with Roseville <br />Plumbing, Donovan Construction, and properties along South Owasso. However, Roseville <br />Plumbing is not interested in that concept at this time and is worried about being forced out of <br />his property. <br />McGough then focused on a project that would meet their needs. I believe they <br />completed acquisition of some adjoining parcels to the north to combine with their site. <br />However, they stopped their pursuit of this project due to the grade differential existing in this <br />area. Essentially, they didn't want of deal with a major retaining wall between their site and <br />Roseville Plumbing. They indicated a more comprehensive approach is needed to properly grade <br />this area. We would also need to construct a connecting road from Woodlyn to South Owasso to <br />resolve the limited access to this area. <br />2 <br />
